Android: Google Maps and the like have public transportation functions. If you're looking for a dedicated app, previously iOS-only Transit is now available on Android.
Transit doesn't deal with typical driving directions, instead focusing exclusively on public transportation. Unfortunately, offline support hasn't been added yet, but the developers say that it's coming in the next few months. Until then, it does one thing and does it well. Currently 43 cities are supported, but more will continue to be added.
