Neil Patrick Harris Talks ?HIMYM? Wedding ? and His Own!

Neil Patrick Harris has a lot on his plate these days. The actor not only is starring in Smurfs 2, but is also currently shooting the final season of his hit show How I Met Your Mother ? and if that wasn?t enough, he?s hitting some dad milestones, as well.

Neil, who admits he wasn?t exactly a Smurfs fanatic?when he was younger, says the sequel is ?way better than the first one.? His proof? His 3-year-old twins were able to sit through the entire movie.

And speaking of his kids, NPH recently tweeted about the joys of dropping them off for the first time at preschool. So how is the dad handling his little one?s growing up?

?I?m a big, big fan of them learning things and experiencing things,? he tells us. ?You know, I only have so many things I know how to do and there?s only so many books to read at our place, so the fact that they can go meet new adult teachers that have education and kids with different backgrounds is the most amazing thing ever.?

And when he?s not dropping his kids off at school, Neil is busy shooting the final season of HIMYM. ?The whole thing takes place in honoring how a wedding works with different family members and the mayhem that happens,? he says. NPH adds that although it?s the last season of the hit show, there?s no time for tears. ?I?m really proud of what we?ve done for eight years and we?re ending it on a high note and I think it?s a good way to do it structurally.?

With the characters on HIMYM attending a wedding, we had to ask, where does a wedding fall in his own life?

The actor, who has been engaged to David Burtka for years admits: ?Well, it?s such a weird question because ? inevitably it seems we will get married because we have two kids and we?ve been engaged for six-and-a-half years or so, but then that seems like it?s inevitably like, ?We?re about to get married!??

?[And] we?re planning on moving to a different coast, and I alway used to say once Prop 8 had been?eviscerated?we?d be able to get married in California, now that?s gone and we can get married here, but we?re about to split and head east, so we?re having conversations about what the next step is and where the ideal place to do that is.?

However, Neil does share, ?I?d rather call him my husband than my partner!?I think partner is such a weird name for a same sex significant other. It sounds like we?re either business partners or cowboys.?

And as for if there are more kids in the future for him and David, NPH reveals not any time soon. ?Doubtful. We really lucked out. We have two kids. They?re twins. One boy, one girl. They?re both happy, healthy, and we?re over the moon with them ? I think David deserves a time to shine.?

Earthquakes: Another source of global-warming gas, scientists say

A team of scientists has linked a major earthquake in southwest Asia in 1945 to the ongoing release of methane gas from the Arabian seafloor.

The latest research joins burgeoning scientific interest in the potential contribution of methane, a greenhouse gas that is significantly more effective as a heat trapper than carbon dioxide, to global warming. Last week, a separate article in Nature called the methane gas below the Arctic ?a global economic time-bomb,? referring to the potential costs to the world should global warming thin the Arctic ice enough to release the gas there.

This latest paper, though, identifies not a manmade source of atmospheric methane, but a natural one: earthquakes.

?It had earlier been speculated that there was a direct connection between earthquakes and methane seepage,? says David Fischer, a postdoctoral researcher at the University of Bremen in Germany and the lead author on the paper, published in Nature Geoscience. ?But we are the first to prove it and suggest the mechanistic natural process behind it.?

Fischer and his team began their project looking not necessarily for an earthquake-methane link, but for a general portrait of where methane could be found in marine sediments. First, the team analyzed sediments drilled in 2007 from the northern Arabian Sea, near Pakistan?s coast. Sure enough, there was methane there: one of those cores had methane just 5.2 feet below the sea floor, a sign of some cataclysmic event that has sent the gas surging upward, the scientists found.

And that event, the scientists realized, was readily available: an 8.1 magnitude earthquake ? the strongest earthquake ever reported in the Arabian Sea ? had roiled southwestern Asia in 1945, sending a tsunami plunging into India and Pakistan and killing some 4,000 people.

?We wanted to investigate if, and where, methane seeps out of the sediments,? says Dr. Fischer. ?Only at a later stage we inferred a causal relation of the seepage and the earthquake. This was not entirely anticipated.?

Overall, the team found that some 261 million cubic feet of methane have leaked up to the earth?s surface during the few decades following the major earthquake. That seepage is ongoing, the scientists said.

Major earthquakes and their associated methane gas release could be an included factor in future climate change models, though much research is still needed to determine how much that gas might influence global warming, Fischer said.?

"We simply can?t tell yet, if and how much our findings affect climate models,? says Fischer. ?Maybe it turns out to be important, maybe it doesn't. We?ll see."

"We just wanted to make sure that those colleagues writing the (very important!) IPCC-reports [Intergovernmental Panel on Climate Change reports] are aware there might be another source of methane/carbon to the environment,? he says.

The following is an excerpt from Thinking in Numbers: On Life, Love, Meaning, and Math, by Daniel Tammet, out now from Little, Brown.

Ask an Icelander what comes after three and he will answer, ?Three what?? Ignore the warm blood of annoyance as it fills your cheeks, and suggest something, or better still, point. ?Ah,? our Icelander replies. Ruffled by the wind, the four sheep stare blankly at your index finger. ?Fj?rar,? he says at last.

However, when you take your phrase book?presumably one of those handy, rain-resistant brands?from your pocket and turn to the numbers page, you find, marked beside the numeral four, fj?rir. This is not a printing error, nor did you hear the Icelander wrong. Both words are correct; both words mean ?four.? This should give you your first inkling of the sophistication with which these people count.

Icelanders have highly refined discrimination for the smallest quantities. ?Four? sheep differ in kind from ?four,? the abstract counting word. No farmer in Hverager?i would ever dream of counting sheep in the abstract. Nor, for that matter, would his wife or son or priest or neighbor. To list both words together, as in a textbook, would make no sense to them whatsoever.

This numerical diversity applies not only to sheep. Naturally enough, the woolly mammals feature little in town dwellers? talk. Like you and me, my friends in Reykjav?k talk about birthdays and buses and pairs of jeans but, unlike in English, in Icelandic these things each require their own set of number words.

For example, a toddler who turns 2 is tveggja years old. And yet the pocket phrase book will inform you that ?two? is tveir. Age, abstract as counting to our way of thinking, becomes in Icelandic a tangible phenomenon. Perhaps you too sense the difference: The word tveggja slows the voice, suggesting duration. We hear this possibly even more clearly in the word for a 4-year-old: fj?gurra. Interestingly, these sounds apply almost exclusively to the passage of years? the same words are hardly ever used to talk about months, days, or weeks. Clock time, on the other hand, renders the Icelander almost terse as a tick: the hour after one o?clock is tv?.

What about buses? Here numbers refer to identity rather than quantity. In Britain or America, we say something like, ?the No. 3 bus,? turning the number into a name. Icelanders do something similar. Their most frequent buses are each known by a special number word. In Reykjav?k, the No. 3 bus is simply ?ristur (whereas to count to three the Icelander says ??r?r?). Fjarki is how to say ?four? when talking buses in Iceland.

A third example is pairs of something?whether jeans or shorts, socks or shoes. In this case, Icelanders consider ?one? as being plural: einar pair of jeans, instead of the phrase book einn.

In English, I would suggest, numbers are considered more or less ethereal?as categories, not qualities. Not so the smallest numbers in Icelandic. It is as though each corresponded to a delicate nuance of color. Where the English word red is abstract, indifferent to its object, words like crimson, scarlet, and burgundy possess their own particular shade of meaning and application.

We can only speculate as to the reason why Icelanders stop at the number five (for which, like every number thereafter, a single word exists). According to psychologists, humans can count in flashes only up to quantities of four. We see three buttons on a shirt and say ?three?; we glance at four books on a table and say ?four.? No conscious thought attends this process?it seems to us as effortless as the speech with which we pronounce the words. The same psychologists tell us that the smallest numbers loom largest in our minds. Asked to pick a number between one and 50, we tend toward the shallow end of the scale (far fewer say ?40? than ?14?). It is one possible explanation for why only the commonest quantities feel real to us, why most numbers we accept only on the word of a teacher or textbook. Forty, to us, is but a vague notion; 14, on the other hand, is a quantity within our reach. Four, we recognize as something solid and definite. In Icelandic, you can give your baby the name ?Four.?

This profusion of Icelandic words for the purpose of counting appears to be an exception to the rule. Many of the world?s tribal languages, in contrast, make do with only a handful of names for numbers. The Veddas, an indigenous people of Sri Lanka, are reported to have only words for the numbers one (ekkamai) and two (dekkamai). For larger quantities, they continue: otameekai, otameekai, otameekai ... (?and one more, and one more, and one more ... ?). Another example is the Caquintes of Peru, who count one (aparo) and two (mavite). Three they call ?it is another one?; four is ?the one that follows it.?

In Brazil, the Munduruku relay quantity by according an extra syllable to each new number: one is pug, two is xep xep, three is ebapug, and four is edadipdip. They count, understandably, no higher than five.

A standard capacity DVD, like the one pictured, has a capacity of about 4.7 GB; a Blu-ray can have around 50GB; and the proposed format could have up to 300GB.

First there was the CD, which held 700 megabytes. Then the DVD, which held 5 gigabytes. Then the Blu-ray disc, with 50 gigs. What's next? Sony and Panasonic hope it will be a 300-gigabyte disc they're jointly researching that could hit in 2015. But might we have abandoned discs altogether by then?

Sony wrote up the joint-development agreement in a press release, citing the many strengths of optical media as justification for the project:

Optical discs have excellent properties to protect them against the environment, such as dust-resistance and water-resistance, and can also withstand changes in temperature and humidity when stored.

However, both Sony and Panasonic recognized that optical discs will need to accommodate much larger volumes of storage in years to come given the expected future growth in the archive market, and responded by formulating this agreement.

For years, the companies that make discs like these have worked to make the lasers, materials, and other components more precise, and have added more recordable layers, improving capacity. Just this last November, TDK announced a 1-terabyte disc based on refined versions of today's technologies.

But reading between the lines and taking current trends into account, the companies' enthusiasm seems a little forced. After all, the most popular new devices in the world, tablets and smartphones, both rely exclusively on flash memory rather than spacious but cumbersome hard drives, let alone optical discs. And that's only when they're not streaming that data or downloading it from cloud storage.

Even full-on computers, desktop and laptop, are far less likely to have a disc drive than they used to. Apple took the lead in 2008 with the drive-less MacBook Air, and since then support for discs has become increasingly rare.

That's why the proposed format is being framed as more of a professional tool: a high-capacity medium for the companies' pro-level video cameras and backup archives. After all, Sony and Panasonic gear is deeply embedded in TV and film, and a big bump in capacity like this will be attractive to the many creatives who rely on those devices to store hours of HD video for shows and films.

Will there be a new format war in 2015 as these mega-discs come to market? Or will we have moved on to flash and cloud storage? Chances are a bit of both ? and by making sure that both will actually exist then, Sony and Panasonic are covering their bases.

Princesses in north India win a royal fortune

NEW DELHI ? It has all the makings of a best-selling novel. An Indian maharaja crowned as a toddler and rich beyond imagination falls into a deep depression in old age after losing his only son.

After his own death a few months later, his daughters, the princesses, don't get the palaces, gold and vast lands they claim as their birthright. Instead, they are given a few dollars a month from palace officials they accuse of scheming to usurp the royal billions with a forged will. The fight rages for decades.

On Saturday, an Indian court brought the chapter to a close, ruling that the will of Maharaja Harinder Singh Brar of Faridkot was fabricated.

His daughters will now inherit the estimated $4 billion estate, instead of a trust run by his former servants and palace officials.

Chief judicial magistrate Rajnish Kumar Sharma, in the northern city of Chandigarh, finally gave his ruling on the case filed by the maharaja's eldest daughter, Amrit Kaur, in 1992, a court official said Monday. The court official spoke on condition of anonymity because he was not authorized to speak to the media.

The Faridkot riches were legend in India's Punjab state.

The estate includes a 350-year-old fort, palaces and forests lands in Faridkot, a mansion surrounded by acres of land in the heart of India's capital New Delhi and similar properties spread across four states. The 18 cars include a Rolls Royce, a Daimler and a Bentley, all in running condition.

In addition, there is an aerodrome in Faridkot, spread over 200 acres, which is being used by the Punjab state administration and the army.

And more than 10 billion rupees ($170 million) worth of gold, jewelry studded with diamonds, rubies and emeralds.

Brar himself was a boy-king who grew up amid the final gasps of India's royal families. He was crowned maharaja of the tiny kingdom of Faridkot in western Punjab ? the last maharaja it would turn out ? at the age of 3, upon his father's death.

After India won independence from Britain in 1947, Faridkot and hundreds of other small kingdoms were absorbed into the country, royal titles and power were abolished and the royal families were given a fixed salary from the Indian government. That payment, the "privy purse," was abolished in 1971.

Some royals slipped into penury, some converted their former palaces into luxury hotels to provide them an income.

A few, like Brar, held onto their enormously profitable real estate and continued to live a rarefied life.

But in 1981, Brar's only son, Tikka Harmohinder Singh, was killed in a road accident and he tumbled into a deep depression. It was then, his three daughters' argued, that his trusted aides connived to deprive his family of their fortune. They set up the Meharawal Khewaji Trust, naming all the maharaja's servants, officials and lawyers as trustees.

A short time after Brar's death in 1989, a will leaving all his wealth to the trust became public. The two younger princesses, Deepinder Kaur and Maheepinder Kaur, were given monthly salaries of $20 and $18 respectively. Brar's wife, mother and oldest daughter ? the presumed heir ? were cut off without a penny.

The trust told the court that Amrit Kaur had been shunned by her father for marrying against his wishes.

Kaur told the court that her father had never made a will and that she had remained with him until his death.

In the two decades that it has taken for the court to give its ruling, much has changed. The value of the estates has increased manifold. The New Delhi properties alone are worth about $350 million. One of his daughters, Maheepinder Kaur, died. Amrit and Deepinder are in their 80s.

The family's lawyer, Vikas Jain, told India's Financial Express newspaper that some of the fortune had been squandered.

The trust is weighing a challenge to the Chandigarh court order in a higher court, news reports said Monday.

"The will was real and it was not forged. The trust, after going through the order in detail, could challenge it in an upper court," Ranjit Singh, a lawyer for the trust, was quoted as telling The Times of India newspaper.

UK police arrest man over Twitter threats

(AP) ? British police on Tuesday arrested a second man in connection with an investigation into violent threats made against a lawmaker and a feminist campaigner on Twitter.

Labour Party legislator Stella Creasy was targeted with threats of rape and murder after she tweeted in support of feminist campaigner Caroline Criado-Perez, who received a torrent of abuse after she campaigned, successfully, for the image of famed author Jane Austen to appear on a British bank note.

The Metropolitan Police confirmed Tuesday it is investigating reports of "malicious communications" on Twitter in relation to the two separate victims. The arrest of a 25-year-old man came as part of those investigations, police added.

Earlier this week, police questioned and released on bail a 21-year-old man in connection with messages sent to Criado-Perez.

The incidents have led to calls for Twitter to take action against abusive commenters, known as trolls.

Twitter said it took the issue seriously and planned to expand a "report abuse" button, already available on its iPhone app, to other platforms.

Jobs and education needed to win British over to fracking - survey

LONDON (Reuters) - Government incentives for affected communities must be followed up by education and job creation to convince a sceptical British public that fracking for shale oil and gas is right, according to a survey of industry professionals.

Some 70 percent of almost 200 respondents to the survey by data provider Rigzone believe the British government was right to offer incentives to communities where hydraulic fracturing, known as fracking, and horizontal drilling will be used.

But 51 per cent believed this will not be enough to win the public debate.

None of the respondents flagged the need to provide additional incentives to exploration companies, Rigzone said.

The government proposed earlier this month that tax payable on income from shale production should be 30 percent - down from 62 percent for traditional oil and gas.

For the communities, the industry will have to provide 100,000 pounds($152,000) in benefits and 1 percent of the revenue from each production site, the government has said.

Education on the economic benefits of the technology followed by job creation were viewed as the two most important messages to promote now, the survey found.

Industry estimates suggest Britain may have major shale reserves which could help reverse a rising dependency on energy imports, but the industry is having to tread carefully to reassure the public and a vocal environmental lobby.

Opponents see fracking, which forces sand and fluid into shale rocks deep below the surface, as potentially damaging to the environment and to water supplies.

"In the U.S., shale gas extraction has helped stimulate a low cost energy boom that has seen the cost of natural gas effectively drop by 50 per cent since 2007," said Dominic Simpson, Head of Sales of Rigzone in EMEA and APAC regions.

"For the UK to reap a shale gas dividend, it is clear more will need to be done to win the public debate and ensure exploration companies pursue the sizeable onshore market opportunity."

On Thursday last week protests blocked access to a drilling site in southern England as part of a campaign against fracking.

The drilling company, Cuadrilla Resources, has said it got deliveries through over the weekend and hopes to start drilling midweek.

The well in question is not due to be fracked, but Cuadrilla has used the technology elsewhere and holds more shale acreage, so has become a target for protestors.

Rigzone said it surveyed UK-based oil and gas professionals between July 2 to July 8. Nearly 200 responded, with 21 per cent at organizations that have fracking-related operations in Europe and another 13 per cent with operations in another part of the world.

JPMorgan pays $410 million to settle energy probe?

JPMorgan Chase announced Tuesday it would pay a total of $410 million to settle allegations of energy market manipulation in California and the Midwest.

In a case that raised eyebrows on both Wall Street and regulatory circles, the giant financial firm said it would pay a civil penalty of $285 million and disgorge $125 million, the latest settlement in a series of high-profile investigations by U.S. federal energy regulators against banks.

The deal closes the book on a probe that dates back more than two years, when California's power grid operator noticed the Wall Street bank was using an "abusive" trading strategy that effectively forced the grid to pay for plants to sit idle, ultimately adding to customers' costs.

A luxury British shirt maker called Pink is suing Victoria's Secret for infringement.?

London-based Thomas Pink filed the suit against the British arm of Victoria's Secret in May, alleging that the name of the brand's teen line is confusing to customers, Vogue reports.?

"Thomas Pink is determined to protect the considerable investment that has been made into building the world's luxury leading shirt brand," a spokesperson told Vogue.?

Now Victoria's Secret is fighting back. Last week the lingerie brand filed a declaratory judgment suit in the U.S., seeking to?to establish "the rights of the parties, allowing them to continue the peaceful coexistence that has been in place for many years," according to Vogue.

2004 Ford Explorer Right Rear Quarterpanel Sign In

Hey guys, first off I would like to say hello to the forums. I just found this place a minute ago searching for some information on a repair and it seems like a wealth of knowledge in here. I have a 2004 Ford Explorer XLT that has some body damage to the right rear quarter panel. It looks like someone had gotten their grill hung up at my wheel well in a parking lot and tore my quarter panel.

There is a roughly a foot long tear in the quarter panel that extends from the wheel well (starting roughly a foot up from the back of the curvature) that extends to my gas cap. I'm figuring I'll have to replace it. Until I can find a replacement in my area I was looking to straighten out the crumple that this tear caused to my quarter panel. It's crumpled at the bottom pushed in below the tear line. It's roughly a square foot that's misshapen. Is there a way to clamp and bang this back into the correct shape? I was thinking about using a hammer but it feels like its not rigid enough to knock it back into place.

I don't have access to any shops, but I am mechanically inclined, and have access to most basic tools. I've been looking online for any resources but have had no luck. If you could point me into the right direction I would really appreciate it.

House Republicans Underline Threat to Cut Chemical Security Funds

WASHINGTON -- In prelude to a hearing later this week, House Republicans are once again threatening to cut funding for the Homeland Security Department?s controversial chemical security program, arguing that progress toward fully implementing the initiative remains too slow.

In a July 22 letter to Homeland Security Secretary Janet Napolitano, House Republicans said that despite some advancement, the DHS effort retains a ?backlog of approximately 3,120 facilities? where site-security plans need review. The missive cites a past finding by the nonpartisan Government Accountability Office that it could take up to nine years to review the remaining plans.

At an annual chemical security conference in Baltimore earlier this month, David Wulf, director of the DHS infrastructure security compliance division, sought to portray the program as one that had ?turned a corner.?

He noted that as of last July, the effort had given preliminary approval to only 50 site-security plans, conducted only 10 inspections and had not granted final approval to a single facility-security program since it was first authorized by Congress in 2007.

One year later, the department has provided preliminary approval for ?upwards of 500? site-security plans, has conducted more than 50 inspections and has granted final approval for 160 facility-security plans, he said.

This week, though, the GOP lawmakers underlined their lingering concerns by noting the lethal explosion earlier this year of a Texas fertilizer plant that the program had failed to regulate.

?As the tragic explosion of the West Fertilizer Plant in April has brought to light, DHS is unaware of the existence of thousands of small facilities across the country that are potentially covered? under the law that created the Chemical Facility Anti-Terrorism Standards, the letter says.

?As the chairmen responsible for authorizing and funding CFATS, we are convinced the program should not continue in its present condition,? states the correspondence, signed by Michael McCaul (R-Texas), chairman of the House Homeland Security Committee; Fred Upton (R-Mich.), chairman of the House Energy and Commerce Committee; and John Carter (R-Texas), chairman of the House Homeland Security Appropriations Subcommittee. ?While the need to secure American facilities with chemicals of concern is a critical one, the CFATS program is simply not getting the job done.?

The lawmakers noted that the fiscal 2014 appropriations bill for Homeland Security already withholds $20 million in DHS funds until the department submits a report that includes justification for its expenditures and a plan to reduce its backlog. They again asked for this and other information by Sept. 30.

Labor and environmental groups, meanwhile, are arguing that even if it ran more smoothly, the CFATS program could not sufficiently secure dangerous chemicals. That is because the underlying law prohibits the DHS effort from requiring any specific security measures, they say.

Instead, the groups say, the Environmental Protection Agency should use its authority under the Clean Air Act to tighten security measures.

In the wake of the West, Texas, tragedy, Senator Barbara Boxer (D-Calif.), chairwoman of Senate Environment and Public Works Committee, has also called on EPA officials to be more proactive in preventing chemical disasters.? Republicans and major industry groups have long been opposed to additional EPA involvement, however.

House Republicans said certain aspects of the DHS program, as it stands, may already be too strict.

In their new letter, they reiterated past concerns that the system the department uses to place facilities into different categories, based on risk, accounts only for the consequences of a disaster at a particular facility and not for the likelihood of such an incident occurring. The category into which a facility is placed can affect the extent to which it is regulated.

McCaul will chair a Homeland Security Committee hearing on the program on Thursday.

Current models are tens of thousands of times faster than the average desktop computer. They achieve these lightning-fast speeds via parallel processing, in which many computer processors perform computations simultaneously. Supercomputers are used for everything from forecasting weather to modeling the human brain.

What sets supercomputers apart is the size and difficulty of the tasks they can tackle and solve, said Jack Wells, director of science at the Oak Ridge Leadership Computing Facility at Oak Ridge National Laboratory in Tennessee.

"Supercomputers can do supersize problems," Wells said.

Supercomputers are often built from the same components as regular computers, but they're integrated so they can work together, Wells told LiveScience.

The first supercomputers were developed in the 1960s, designed by electrical engineer Seymour Cray of Control Data Corporation (CDC). In 1964, the company released the CDC 6600, often considered to be the world's first supercomputer. Cray later formed his own company, which made the Cray-1 in 1976 and Cray-2 in 1985.

These early supercomputers had only a few processors, but by the 1990s, the United States and Japan were making ones with thousands of processors. Fujitsu's Numerical Wind Tunnel became the fastest supercomputer in 1994 with 166 processors, followed by the Hitachi SR2201, in 1996, with more than 2,000 processors. The Intel Paragon edged into the lead in 1993. As of June 2013, China's Tianhe-2 was the world's fastest supercomputer.

Supercomputer performance is measured in "flops," short for floating-point operations per second. Today's machines can achieve speeds in petaflops ? quadrillions of flops.

The TOP500 is a ranking of the world's 500 most powerful supercomputers. China?s Tianhe-2 achieves 33.86 petaflops, while the Cray Titan reaches 17.59 petaflops, and IBM's Sequoia ranks third at 17.17 petaflops.

Solving supersize problems
Researchers have harnessed the number-crunching power of supercomputers to work on complex problems in fields ranging from astrophysics to neuroscience.

These computational behemoths have been used to answer questions about the creation of the universe during the Big Bang. Researchers at the Texas Advanced Computing Center (TACC) simulated how the first galaxies formed, and scientists at NASA Ames Research Center in Mountain View, Calif., simulated the birth of stars. Using computers like IBM's Roadrunner at Los Alamos National Laboratory, physicists have probed the mysteries of dark matter, the mysterious substance that makes up roughly 25 percent of the mass of the universe.

Weather forecasting is another area that relies heavily on supercomputing. For example, forecasters used the TACC supercomputer Ranger to determine the path of Hurricane Ike in 2008, improving the five-day hurricane forecast by 15 percent. Testing nuclear weapons has been banned in the United States since 1992, but supercomputer simulations ensure that the nation's nukes remain safe and functional. NBA player faces battery charge in New Orleans

Unrestricted NBA free agent Daniel Gibson surrendered to police Monday to face a second-degree battery charge.

Gibson is accused of breaking another man's jaw with a punch during an argument at a nightclub on July 8, New Orleans Police spokeswoman Remi Braden said. Gibson's wife, Keyshia (KEY-shuh) Cole, sang at the Essence Festival on July 6.

Online court records show he was released on $20,000 bond.

Gibson said he was protecting his family when the fight occurred at a club where he and Cole had gone to celebrate while in New Orleans.

"It was toward the end of the night," Gibson said. "We encountered a couple of people and I don't know what their motives or intentions were but they came off the wrong way. This guy got real aggressive toward my wife and myself and I did what I felt was necessary to handle the situation."

Gibson said the man said "something" to his wife but wouldn't go into details. "He was very disrespectful toward my wife," he said.

Braden said Gibson's accuser is from St. Rose, about 25 miles from New Orleans. She did not identify him.

Gibson played seven years for the Cleveland Cavaliers but was out with injuries much of last season. He said he turned himself in because, "I felt like I had nothing to hide."

Gibson said he has been in contact with a few teams throughout this summer.

"Then something like this happens and all they (teams) see is that it looks as though I'm out there doing crazy things and I wasn't raised that way. There are a lot of accusations being made and I just want to protect my family and everything I've worked so hard for."

Gibson said no court date has been set.

DAMASCUS, Syria (AP) ? Syria's beleaguered opposition forces suffered another blow Monday as government troops captured a key district in the embattled city of Homs that has been a rebel stronghold since the beginning of the country's uprising.

The opposition acknowledged the loss of Khaldiyeh, although some activists said there were still scattered clashes in northern sectors of the district where rebels were still putting up a fight. A senior member of the Western-backed Syria National Coalition said the regime's gains in Homs are not irreversible.

"It will be difficult, but not impossible to gain back what we've lost in Homs," said Hadi Bahra, a member of the Coalition's political committee.

"Today they (Assad's forces) gain something and the day after tomorrow we take it back," he told The Associated Press from Saudi Arabia.

Syrian TV aired live footage from the neighborhood, showing troops roaming deserted streets and waving flags in front of shell-scarred buildings. Two opposition activists in the area who could normally be contacted via Skype were offline Monday.

State news agency SANA quoted an unnamed army commander saying the fall of Khaldiyeh would significantly boost army operations aimed at dislodging rebels from central areas of Homs. Khaldiyeh is important because it links other rebel-held districts in the heart of the city through a network of tunnels the rebel dug out to ferry weapons and other supplies, the commander said.

A month ago, the government launched a sweeping offensive to retake rebel-held areas of Homs and even if small pockets of resistance remain, its capture would be the second major setback to rebels in central Syria in as many months.

In early June, regime forces captured the strategic town of Qusair in Homs province near the border with Lebanon. Troops have also captured the town of Talkalakh, another border town in the province.

The province of Homs is Syria's largest, and runs from the Lebanese frontier in the west all the way to the border with Iraq and Jordan in the east. The city of Homs serves as a crossroads between the main highway from Damascus to the north and the road west, to the coastal region, which is a stronghold of Assad's Alawite sect.

Khaldiyeh had a population of about 80,000 but only some 2,000 have remained there as residents fled the violence, activists say. The heavy fighting over the past two years has caused extensive damage, with some buildings reduced to rubble.

In a report on Monday, Syrian state TV said "the Syrian army has restored security and stability in the whole neighborhood of Khaldiyeh in Homs."

A Syrian TV reporter embedded with troops in the area gave a live report standing in front of damaged buildings. He interviewed an army officer who said the troops fought a tough battle against rebels who mined buildings and fought from underground tunnels.

"As of this morning, our armed forces in cooperation with the (pro-government paramilitary) National Defense Forces have taken control of Khaldiyeh and are now cleansing the neighborhood," said the officer, surrounded by about a dozen soldiers and plainclothes security agents.

"The fate of terrorists will be under our feet," he said, claiming that all Homs will be soon "cleansed" of rebels.

The Observatory has said that government troops are backed by members of Lebanon's Hezbollah group.

Hezbollah, which did not acknowledge whether its members are fighting in Khaldiyeh, played a major role in a battle last month in Qusair, outside Homs, and lost scores of men there.

Observatory director Rami Abdul-Rahman said regime forces have captured most of the neighborhood apart from some fighting on its southern areas.

Another opposition activist, who spoke on condition of anonymity because of the sensitivity of the matter, said the battle in Khaldiyeh "is almost over." He acknowledged that troops are almost in full control of the area.

In the northern city of Aleppo, several rebel factions including the al-Qaida-linked Jabhat al-Nusra, or Nusra Front, attacked army posts in two neighborhoods in a an offensive titled "amputating infidels" the Observatory said.

It said rebels captured the neighborhood of Dahret Abed Rabbo and several buildings in Lairamoun there, and that eight government soldiers were killed.

Rebels have been on the offensive in Aleppo province and captured last week the strategic town of Khan el-Assal. Activists and state media said score of troops were killed there after their capture. The Western-backed Syrian National Council condemned the killings.

In the southern region of Quneitra, on the edge of the Israeli-occupied Golan Heights, government troops captured the town of Mashara on Sunday night after intense fighting, the Observatory said.
