Google announced Android Device Manager to protect your lost Smartphone

Google has eventually announced that it will be starting a service called Android Device Manager later this month which will help Android Smartphone owners to track their lost Smartphones and protect their data in case the phone could not be recovered. Google Play Store has plenty of third party applications such as Where?s My Droid, Find My Phone and Android Lost that offer similar functionality, but an official service from Google definitely makes sense as it would be more reliable and trustworthy.

Benjamin Poiesz, Project Manager of Android said in an official blog post:

Have you ever lost your phone in between the couch cushions or forgot it in a restaurant? Or maybe searching for your phone before you rush out the door is part of your morning routine? Later this month, the new Android Device Manager can help you out. It?s one of a few simple features you can use to keep your device?and the data you store inside?safe and secure.

The Android Device Manager will allow the users to remotely locate their device in case of a theft or misplacement and will allow the owner to remotely wipe out the data to protect their privacy. The iPhone owners or the Android users that have had a chance to have a look at the similar official functionality provided by Apple called ?Find my iPhone? will instantly connect with this analogous service in Android. The device is displayed on a map in real-time, just like Find My iPhone.

The app will also allow users to find their misplaced phones by ringing it at its maximum volume so that you can spot it instantly; even it was on silent when it got misplaced. There aren?t any details available into the functionality, but all the basics are covered for the time being. The service will be available on Android 2.2+ Smartphones and will require the owners to log in with their Google account with which the device is connected in order to use it. Android app will also be available to easily find and manage devices.

It is great to see that Google has finally realized the importance of the data privacy and device tracking and has listened to the requests of the leading mobile OS Android?s users for such functionality. It will be awesome if Google integrates the same service directly in the Operating System with the Android 5.0 Key Lime Pie version. Many major Original Equipment Manufacturers (OEMs) like Samsung and Sony have their own solutions in Samsung Dive and My Xperia remote security, respectively. But an official omnipresent mobile tracking solution for all Android devices by Google should definitely become the first priority for users.

The next Arts and Society Forum will discuss graphic novels from 7pm on Monday July 29 at Room G24, Ground Floor, Foster Court, Malet Place, Gower Street, London WC1E 6BT, introduced by Bernie Whelan. It?s not normally a public event, but anyone especially interested in coming should please email Niall Crowley in advance on nialldcrowley[at]gmail.com to enquire about attending. Here?s their summary of what they will be discussing:

?The recent phenomenal growth of graphic novels ? a veritable tsunami ? would indicate that the genre is here to stay. Academics argue this attests to fundamental changes: first, an increasingly visual orientation due to the internet and second, the increasing interpenetration of popular culture and high culture. Unlike the trajectory some see film as having taken ? beginning as either representations of reality (news) or fantasy (art) and then degenerating towards fast, cheap entertainment which ?has steadily undermined the standards people once had both for cinema as art and for cinema as popular entertainment? (Sontag) ? comics began as fast, cheap entertainment and are now seen by some as an increasingly significant art form ? the graphic novel. Are comics developing as an art form we should take seriously or is the elevation of comics to graphic novels part of a more general abandonment of standards in the arts??

'Lost' star Andrews relishes 'Wonderland' change

BEVERLY HILLS, Calif. (AP) ? Naveen Andrews says he welcomed the transition from a movie about Princess Diana to a TV series inspired by "Alice in Wonderland."

The former "Lost" star plays the villainous Jafar in ABC's fall series "Once Upon a Time in Wonderland." In the upcoming big-screen "Diana," starring Naomi Watts, Andrews plays love interest Dr. Hasnat Khan.

Andrews said that after "Diana" the "Wonderland" TV series offered a chance to do something completely different that, as he put it, isn't "bound in space and time." He spoke Sunday to the Television Critics Association.

"Once Upon a Time in Wonderland" stars Sophie Lowe as a young woman who escapes Victorian England down the fabled rabbit hole in search of adventure and love. It debuts Oct. 10.

It?s the ground balls that come straight his way. The Bees second baseman has a split second longer to feel anxiety, to hope he doesn?t make a mistake.

"Those are the toughest ones for me to field because I have time to think," he said. "When I have to move and be athletic, I usually make the play a little cleaner. It?s just repetition: Getting those routine plays more and more and getting back into playing there every day."

The 26-year-old is not unfamiliar with the position ? in fact, he was the Bees? second baseman for most of last year. But during this homestand, which added a 6-3 Bees loss to Omaha on Sunday afternoon, Long is manning the middle infield for the first time all season.

He?s played the capable outfielder this year for the Bees, running down fly balls instead of infield grounders. But with an injury to Luis Rodriguez in the past week, the club has needed him to fill in again.

That means a whole new set of concerns: base runners, double plays, backing up throws. Long takes it in stride.

"I?m glad I have the opportunity to get back in there so I can keep second base clean and keep that in my back pocket," he said. "The transition hasn?t been as bad as I thought; it?s been smoother than I expected."

In the defeat, Long showed his capabilities there, turning a double play and fielding multiple grounders cleanly for easy outs. He also has range to make plays in shallow outfield, as he showed by hunting down five pop-ups that hovered over right field.

Although manager Keith Johnson wishes he had one of his best outfielders playing his natural position, Long is the best answer for a team shorthanded by personnel moves and injuries.

"I feel comfortable with him there, I feel confident," Johnson said. "He turned a nice double play for us there today. He makes the routine play."

The Angels received second baseman Grant Green in a trade last week, assigning him to Salt Lake, but the organization is trying to see if the big-bodied slugger can make it as a third baseman. MLB veteran and 11-time Golden Glove winner Omar Vizquel was with the organization this weekend to help Green adjust, but Long has reaped some benefits as well.

"He?s a wealth of information, he?s a legend," Long said. "Anytime you can have that much information at your disposal, it helps no matter what." We?ve done some early work and we?ve talked between innings about some little stuff. He?s been a huge help."

Drafted by the Angels in 2009, Long is still waiting for his first call up to the majors. If he makes the big leagues, it?s likely as an outfielder. But it never hurts to be versatile.

"The ability the outfield as good as he does and play second base definitely adds value to him, whether its for the big league club or just here as a player," Johnson said.

The Department for Transport wielded the metaphorical axe on using Google?s upcoming technology while driving as they say that motorists should keep their attention firmly on the road.

Although the Glass technology is still being tweaked, the DFT has stated that it is ?aware of the impending rollout of Google Glass and are in discussion with the Police to ensure that individuals do not use this technology while driving".

A spokesperson for the DFT added: ?It is important that drivers give their full attention when they are behind the wheel and do not behave in a way that stops them from observing what is happening on the road.

?A range of offences and penalties already exist to tackle those drivers who do not pay proper attention to the road, including careless driving which will soon become a fixed penalty offence."

Thanks to new careless driving penalties that will be introduced soon, drivers face a ?60 fine, as well as three points on their license, if they are caught wearing the futuristic-looking Google Glass gadget.

Hollande's cure, some 5 billion euros ($6.6 billion) of direct state investment with the hope it will attract 15 billion euros more, is a small response to a problem that has dogged three presidents and, Hollande has said, has only long-term solutions. But he is optimistic.

The plan was presented to the Cabinet on Friday, two days after Hollande visited Clichy-Sous-Bois, northeast of Paris, the town that since 2005 has symbolized urban unrest. Three weeks of fiery riots that started in Clichy-Sous-Bois hopscotched around the housing projects of France. The unrest was France's wakeup call to the urban misery long hidden from view, in part because of poor transport to the nearby hub cities.

Two days of riots two weeks ago, with dozens of cars set afire in Trappes, a suburb southwest of Paris, was a new reminder of the simmering anger. The unrest there was triggered by the arrest of a man who allegedly attacked a police officer for ticketing his wife for covering her face with an Islamic veil ? banned in French streets. But urban experts and residents said the veil issue covered the deep concerns over unemployment, discrimination, poor integration of many residents and despair over the future.

"Social misery is deep. All of that came to the surface over a veil," said Trappes resident Armel Angoula, 38, a home nurse.

During his Wednesday visit to Clichy-Sous-Bois, Hollande refused to comment on the unrest in Trappes and neighboring cities, but he acknowledged that suburban projects remain a tinderbox despite the injection of tens of billions of euros since 2005.

"The slow-burning fuse is still lit but, while this fuse burns slowly, we can stop it with projects that are long-term, very long-term," he said.

In Sevran, just north of Clichy-Sous-Bois, a man in a car was killed by a gunshot from another car late Thursday. There were suspicions the killing was linked to drugs, a major problem in Sevran.

Sevran Mayor Stephane Gatignon, speaking on the TV channel iTele, said 400 syringes are found each month in the streets.

In Clichy-Sous-Bois, population 30,000, the jobless rate is over 20 percent ? twice the national average ? and soars to some 40 percent for those under 25.

Despite the problems, the presidential message was one of optimism. He pointed to changes wrought in Clichy-Sous-Bois where urban renovation has been underway since 2005 ? but which just this year will get its first unemployment agency.

Hollande's plan for urban renovation is spread over 1,300 priority neighborhoods, chosen for their high levels of poverty, but zeroes in on 230 of them.

He instigated a plan this month, called "Real Jobs," in which companies that hire under-30s in impoverished areas who have been unemployed for at least a year receive 5,000 euros from the state. The goal is to recruit 10,000 people within three years.

France began injecting funds into its housing projects in 2004 under President Jacques Chirac a year before the riots, with a 12-billion euro plan over 10 years that grew to 40 billion euros with private investments. More than 91,000 buildings have been razed and some 81,000 new ones built.

(AP) ? The World Trade Organization ruled in favor of the U.S. on Friday in a long-standing trade dispute over allegations China unfairly imposed anti-dumping tariffs that restricted American poultry exports.

The U.S. appeal to the WTO dates back to 2011 after China said that America had engaged in dumping and had imposed tariffs on imports of so-called "broiler products," which include most chicken products with the exception of live chickens. China said U.S. chicken producers benefited from subsidies and were exporting their goods at unfairly low prices.

Countries are allowed to impose punitive tariffs to offset both practices, but U.S. officials claimed China did not follow proper procedures when it imposed them in September 2010. The U.S. also said tens of thousands of jobs were affected ? China was one of the two top markets for U.S. chicken exports before the tariffs.

The ruling found that China breached its WTO obligations and recommended it comply with WTO rules. However it did not specify the actions China must take. China is entitled to a period of time to comply with the rules and can also appeal the ruling.

U.S. Trade Representative Michael Froman said the ruling was a victory that he hopes will discourage further violations that hurt American exporters.

"WTO members must use trade remedies strictly in accordance with their commitments," he said.

In a statement issued late Friday night, China's Ministry of Commerce said the panel report upheld some Chinese claims, and that Beijing will "seriously" evaluate the document and follow up in accordance with the procedures for settling disputes.

The chicken dispute is part of a larger set of strains in trade relations between the world's two largest economies.

The U.S. runs a larger trade deficit with China than with any other country in the world. The gap widened by 15.6 percent to $27.9 billion for the month of May alone ? the most recent figures available. That was more than half of the total U.S. trade deficit of $45 billion with the whole world for that month and close to an all-time monthly high set in November. So far this year, the U.S. deficit with China is running 3 percent higher than last year.

One of the biggest disputes with China is over its currency. The U.S. accuses Beijing of under-valuing the yuan to gain a trade advantage by making its exports cheaper to drive up domestic growth rates. U.S. officials are pressing China to let the yuan exchange rate float freely against the dollar and shift more to an economy based on domestic consumption instead of relying on exports.

They are also urging China to enforce intellectual property rights and roll back subsidies for Chinese state-owned enterprises.

Siva Yam, president of the U.S.-China Chamber of Commerce which primarily represents U.S. companies in China, said the WTO decision will not have much significance for the larger bilateral relationship and that it would continue to be fraught with trade disputes.

"I do not believe it will change the equation," he said. "U.S. and China relations will continue to be up and down. ... I think the relationship will become more tense in the future, but not only because of this."

He said the U.S. does not export much to China. But because China is one of the only markets in the world for chicken feet and internal chicken organs, it was seeking to gain leverage to counter U.S. dumping complaints against Beijing. He predicted China would now look for other levers to strike back against the U.S.

American Secretary of Agriculture Tom Vilsack said agricultural exports are a strong and growing component of U.S. exports. Farm exports in fiscal year 2012 reached $135.8 billion and supported 1 million American jobs, he said, adding that more than $23 billion worth of those agricultural products went to China alone.

"But China's prohibitive duties on broiler products were followed by a steep decline in exports to China - and now we look forward to seeing China's market for broiler products restored," Vilsack said in a statement.

Tributes have been paid to a teenager from London who died after falling from a hotel in Spain.

Thomas Ousby died after falling from a fire escape on the ninth floor of a four-star hotel in Magaluf, Majorca, according to reports.

The 19-year-old, who was believed to be staying at another hotel, had spoken about returning to the UK days before his death on Thursday.

Writing on Twitter, the aspiring model and musician said: ?Magas all good, coming home sometime this week tho.?

He told friends he was promoting bars and boat trips at the party resort, tweeting in June: ?Crazy times haha! It?s all good selling tickets for bar crawls n boat parties.?

Tributes flooded on to the social networking site, including a picture of his name spelled out in tea-light candles, and pictures of the teenager with his friends.

Lily Delphine, 18, a film student from London, wrote: ?I wish we were all together again?, adding, ?On the balcony with everyone, having a cheeky drink and listening to toms ipod.?

Danielle McCabe tweeted: ?Thomas William Ousby has the most amazing energy I?ve ever met in a person, I truly adore him and cannot understand why he?s not here.?

Milena wrote: ?I will treasure every fond memory. Every morning you woke us up singing and dancing. Every ?hii guyss? through the window. Every big smile.?

A spokesman for the Atlantic Park hotel in Magaluf, where the incident is reported to have happened, refused to comment.

A YouTube video of Mr Ousby playing drums to Taylor Swift?s song 22 has been watched more than 9,000 times.

A Foreign Office spokeswoman said: ?We were notified on August 3 of the death of a British national in Spain and are providing consular assistance to the family at this time.?

Slovakia's Roma face new alienation: being walled away

The record of using walls to quell tensions between antagonists is not a good one ? whether in Northern Ireland, Iraq, or the present-day West Bank. And in this region, which once sat behind the Iron Curtain and witnessed the Holocaust firsthand, walls and fences come with their own connotations.

But walls are being erected across Slovakia in a new phenomenon highlighting an age-old problem: tensions between the predominantly Slav majority and the Roma, or gypsy, minority.

Plaveck? ?tvrtok, located just 20-odd miles north of the capital, Bratislava, is a clear example. Some 700 Roma live in a ramshackle settlement on the outskirts of this small Slovakian village. But even as they comprise about one-third of the community's population, they are separated from the rest of town by a series of walls and fences.

Across Slovakia, some 14 walls have been erected since 2008 segregating Roma communities from everybody else. And they are not solely the province of tiny villages. Early last month, one such wall was even erected between two public housing complexes in the country?s second largest city, Ko?ice ? not the best publicity for a city which was named a European Capital of Culture for this year.

Plaveck? ?tvrtok?s walls are not nearly as imposing as some elsewhere in the country, the poster-child of which is in Ostrovany, where the stark 150-meter-long barrier has drawn comparisons to the Berlin Wall. Still, Plaveck? ?tvrtok ? whose name that translates as ?Swimming Thursday? ? serves as a sort of microcosm of the complex social, political, and economic forces that drive tensions between the Roma community and others.

On many fronts, the picture is even clearer given the village?s small size. Whereas Roma ghettos in larger cities are often comprised of rundown public housing projects, the Plaveck? ?tvrtok settlement is little more than a series of self-constructed shanties, lacking ?running water, sewage, or heating.

Much like elsewhere in Slovakia, the walls here were ostensibly constructed as deterrent to crime in the areas abutting the Roma settlement, but have not had their intended effect.

?Things are worse,? says Mayor Ivan Slez?k.

ROMA IN SLOVAKIA

Across much of Europe, Roma are perceived as an undesirable underclass. In Central and Eastern Europe, feelings are particularly strong as poverty is deeper and ethnic Roma populations are much larger.

Some 70 percent of Slovakia?s working-age Roma males are unemployed, according to the Budapest-based European Roma Rights Centre (ERRC). Census data is considered questionable, but a recent government study found that between 6 and 8 percent of Slovakia?s population is Roma, among the highest proportions in Europe.

Dezideriu Gergely, the executive director at the ERRC, says that in recent years the discussion of Roma issues has increasingly moved away from socio-economic issues and towards being ?securitized.?

?There is a link made between the Roma community and criminality,? he says, something that contributes to the ?simplistic approach? that sees walls as guarantors of security.

Anti-Roma rhetoric, formerly reserved to right-wing groups, has become increasingly mainstream across the Continent, he added, pointing to former French President Nicolas Sarkozy and former Italian Prime Minister Silvio Berlusconi in particular. ??

A TROUBLED VILLAGE

Unlike the public funds spent elsewhere, in Plaveck? ?tvrtok town officials granted permission to construct the walls and fences, but it was done on private property and using private money. Now, Roma are forced to circumnavigate a nearby neighborhood to reach a grocery store and medical clinic. Children linger near a major road rather than the smaller lanes that weave their way through houses.

?There are also a lot of old people and they are not strong enough to make it to the shop or health center now,? says Jana Zemanov?, a resident of the Roma settlement. ?The wall is no good.?

While the wall may be the most physical manifestation of larger problems, there are many more in Plaveck? ?tvrtok, including trends that parallel the so-called ?white flight? from many American inner cities in the second half of the past century. As the proportion of Roma in the public schools increased, other children increasingly began attending school in other nearby towns. The general achievement level of students declined, thus driving more children to other schools. The domino effects are evident as future generations are unlikely to feel ties with the rest of the community. ?

?The life of these teenagers is transferred to the other towns and villages, and that's why we don't have any young people here,? Mayor Slez?k says. ?We even tried to organize a dance club, but nobody came because they don't know anybody else there.?

The Roma settlement sits over several natural gas pipelines, and national authorities cite safety concerns as they push Slez?k to relocate it. Where those 700 Roma are supposed to live, and why nearby homes owned by non-Roma do not need to be relocated, is less clear. While the settlement has been there for decades, almost all members of the Roma community lack formal deeds to the land they live on, complicating any effort to fight back. Such problems are common in informal settlements across the world, such as Brazil?s favelas.

?We lived here 300 years ago,? says one Roma woman who refused to give her name. ?We grew up here and we won't move.?

The mayor has his own set of complications to deal with. Slez?k says he has no single leadership representative in the Roma community whom he can consult ? a situation made even more difficult by the four distinct clans that populate the settlement. Furthermore, each election cycle sees new national governments launch their own studies, then initiate policies just in time to be voted out of office and start the process over again, he says.

?Trends reflect the governments? inability to implement their own policies,? the ERRC?s Mr. Gergely says. ?At the end of the day it comes down to political will.?

ARTISTIC PROTEST

Where political will has failed, some artists and musicians are seeking to pick up the slack. Not unlike the American Civil Rights Movement, the cultural community has taken up the issue ? including Tom?? Rafa, a Slovak-born artist now based in Warsaw. He is leading a project to paint the walls that set apart Roma communities as a means of protest that also beautifies these stark structures.

While the threat of legal action ? specifically, charges of destruction of public property ? prevents the naming of exactly who paints the walls, Rafa films the happenings and posts them online. The project?s name, the Walls of Sports, and its gestation began as a way to mock the ostensible rationale of a wall constructed in the eastern Slovak town of Michalovce. Authorities claimed the wall was needed to delineate a clear area for young people to play sports.

?The town proposed that children play sports by this wall of segregation,? Mr. Rafa says.

In response, Rafa collected a group of Roma children and played a soccer game on the grounds. He continued with the painting and video project ? which, when it targeted the wall in Ostrovany in particular, ?generated some big discussion." A flood of anonymous volunteers offered to take part in the actual painting of the wall, and the effort earned praise from international human rights groups.

Back in Plaveck? ?tvrtok, Roma widow and mother of three Nade?da Huberov? offers a more succinct take: ?We are angry, and feel isolated.?

A Pennsylvania couple, Sean Stevenson and Christine Swidorsky, are moving up their wedding date to Aug. 3 so that their terminally ill ?son can be the best man in their wedding.

The couple was supposed to get married next year, but they wanted their son Logan to be included in the ceremony.

"We want Logan in our family pictures, and we want him to see his mother and dad get married," said Swidorsky to CBS News.

Logan, age 2, was born with a rare genetic disorder called Fanconi anemia, which often leads to cancer. Recently, he was diagnosed with acute myeloid leukemia and clear cell carcinoma, after doctors found a tumor on his kidney. Doctors predict that he only has a few weeks to live, CBS Reports.

"I've learned so much from Logan," said Swidorsky. "He's made me a better person. He's just an angel from heaven, and I'm going to miss him."

The GOP Hispanic Victory that Wasn't

It was big news that Republican Andy Vidak won a California state senate seat over a Hispanic candidate in a majority Hispanic district. Yes, he beat Leticia Perez, and she was a Democrat in a district that's 60 percent Hispanic and which offers a 22-point Democrat advantage, they said. So, you see, the right kind of Republican can win in the new America if he preaches "conservatism" (and, shh, panders on amnesty and speaks the necessary foreign language). Hey, we're California dreamin' in a socialist day, right?!

Not exactly.

Vidak did win, did do the Juan McCain amnesty dance, did talk the foreign tongue, and the media certainly got the opposing statist's name right. But a majority Hispanic and Democrat district? Not so much.

It turns out that Vidak's 16th district was majority Hispanic and Democrat - before a 2011 redistricting. In fact, Wikipedia tells us that the old 16th was 63.2 percent Hispanic, 22.3 percent white (no data is available on "white Hispanics," packin' or not), 50.58 percent Democratic and 31.49 percent Republican. But the new 16th is 52.04 percent white, 35.72 percent Hispanic, 45.91 percent Republican and 29.75 percent Democrat. Thus, it's not surprising that while the Democrats had won the 16th-district senate seat each of the previous three elections, the GOP prevailed this time around. ?

It is nonetheless true, however, that Vidak's win holds hope for Republicans and teaches a lesson - all we have to do is redistrict the whole country.??

Thanks to the NSA PRISM revelations we've all lost our innocence about government cyber-spying, but how far down that rabbit-hole has law-enforcement gone? Revelations from the Def Con hacking conference in Las Vegas show that such tactics are old hat for another US anti-crime department: the FBI. For instance, one ex-official said that the bureau's analysts (shown above) can routinely turn on the microphones in laptops and Android devices to record conversations without a person's knowledge. On top of such in-house expertise, a private sector cottage industry has sprung up around cyber surveillance, marketing programs that can also hack handheld devices and PCs. One company even markets "zero day" bugging software that exploits unknown security holes -- meaning crime lords can't just patch their browsers to avoid detection.

New enforcement policies take effect at NCAA

INDIANAPOLIS (AP) ? Rule-breakers beware. The NCAA is now holding everyone more accountable with harsher punishments.

More than a year after hammering Penn State for Jerry Sandusky's crimes and nearly six months after shaking up the enforcement division because of a self-inflicted scandal, the governing body cast aside its outdated two-tiered penalty structure and deliberative hearing process in favor of new policies that could result in the suspension of coaches and more consistent punishments for major infractions.

The new rules, approved in October, officially took effect Thursday.

"I think they've certainly changed the equation a lot," NCAA President Mark Emmert told The Associated Press. "So those doing risk-reward analysis, we've just upped the ante on risk, and I think that will have a material impact on people's behavior."

Emmert called for tougher measures to go into effect two years ago during a presidential summit in Indianapolis. Now that they're finally on the books, the embattled Emmert has a rare victory in what has been one of the toughest years in NCAA history.

From the announcement of rogue staffers violating the organization's own policies to the continual critiques about how Emmert runs the NCAA to concerns about low morale inside the Indianapolis headquarters, everything has been a target. There are court cases, complaints from conference commissioners, debates over whether big-budget and small-budget schools can co-exist in the same division, and calls for Emmert's resignation.

Amid all that, many of the attempts to reform college sports have fizzled, including a $2,000 stipend for athletes that Emmert champions. The board of directors passed that measure in the fall of 2011 only to have it stopped by opposition from smaller schools, many of whom complained they couldn't afford it.

But getting tough on cheaters is something most college leaders have rallied around.

College fans will see a noticeable difference in the way cases are handled.

Instead of categorizing infractions as major or secondary, there will now be four categories. Punishments will be reduced or toughened based on whether there are mitigating or aggravating circumstances. Teams or schools found to be in "serious breach of conduct" with aggravating circumstances could face severe penalties, if not those approaching Penn State's unprecedented sanctions (four-year postseason ban and a $60 million fine).

Head coaches will find themselves under more scrutiny. By changing the burden from "presumption of knowledge" to "presumption of responsibility," head coaches could now be suspended for up to one full season if any member of their staff commits a serious rules infraction.

The changes will not affect cases that have already been heard, such as the pending case against the University of Miami, and schools that are found to have committed infractions before the board's vote on Oct. 30 will be processed under the new structure but will face penalties under the previous structure. Infractions that occurred after Oct. 30 or both before and after will face the new punishments.

"It's insufficient to say, 'I didn't have any idea of what's going on here,'" Emmert said. "When you think about the people at the highest level and who impact this the most, it's the people who are most directly involved. So the coaches have a responsibility to set the tone in that room on a daily basis and if they are not, then they will be held accountable."

The infractions committee will look different, too.

The NCAA has already increased the number of committee members from 10 to 18 and could add up to six more. Emmert and the board believes that will split the workload, allow smaller groups to conduct roughly twice as many hearings each year and expedite a decision-making process that has long been criticized as being far too slow.

For the first time, former college coaches, such as Lloyd Carr and Bobby Cremins, and former university presidents, such as Michael Adams and Carol Cartwright, will hear cases, ask questions and make decisions, too.

"There's going to be people on the committee that know and understand college sports," Emmert said. "It's a thankless job, but with this structure we will get new and varied voices in the process."

The NCAA is still facing a number of challenges, including a closely watched federal lawsuit in California many believe could change college sports.

On Wednesday, the 9th U.S. Circuit Court of Appeals said video game maker Electronic Arts can be sued by college players who claim the company unfairly used their images without compensation. The lawsuit argues for class action status to represent all current and former players and has been combined with a similar suit filed by former UCLA basketball star Ed O'Bannon against the NCAA.

"The main thing is that this takes away their principal defense and leaves them with, what I think, is a pretty weak defense," said Rob Carey, a partner at the law firm Hagens Berman Sobol Shapiro in Seattle, a firm that represents the players. "They know what it is and they pretended it was like this little narrow thing, and I don't think a jury will react well to that."

Emmert declined to talk specifically about the lawsuit or Wednesday's ruling, though he did say losing in the courts would have a "dramatic impact" on college athletics.

Carey and Emmert both said there have been no discussions yet about a potential settlement. Carey does not believe the case will reach the courtroom before 2015.

Over the past few weeks, several power-conference commissioners complained about NCAA governance. Emmert has spent the summer talking with those commissioners, and acknowledges changes need to be made.

Potential solutions are to be discussed at next week's board of directors meeting, though Emmert does not expect a vote on any changes until at least next August. He has also called for a January summit.

"There's an interest from the board to see some seriousness of intent and that they're really going to move on governance reform," Emmert said. "We have many different segments that are frustrated with the current environment. It needs to be done with some speed, but you've got to have some voices in it. You've got to find ways to reach out, get a lot of opinions and get people together."

Much like the NCAA did on the enforcement changes that are now in effect.

"Will they be perfect right out of the box. No, of course not, I'm sure they'll have to be tweaked or be adjusted," Emmert said. "No one believes we have found the perfect model, but everyone believes it's a significant move in the right direction."

Researchers: Church overstated Brazil Mass crowd

If measured in spirit, there is hardly a soul who would question the success of Pope Francis' Mass on giant Copacabana beach last weekend. The count when it comes to the flesh-and-blood numbers of faithful who actually attended is an entirely different matter.

The Vatican said an historic 3.7 million people were at the Sunday event, an eye-popping number that would have made it the second largest papal Mass ever. But number crunchers were splashing cold water on those jubilant estimates Friday, saying the real figure was not even half as big.

The problem was, the count released by Vatican and Brazilian officials was a guesstimate that statisticians say grossly inflated the crowd figures. The research director of Datafolha, one of Brazil's top polling and statistic firms, said that based on the size of the crowd area and reasonable density estimates, he would put Sunday's turnout at between 1.2 million and 1.5 million people.

Vatican officials and organizers of World Youth Day, an event held every three years that draws young Catholics from across the globe, weren't bashful about telling the press how many people turned out to see Francis.

"It's an old, old story that organizations, whether political radicals or the Vatican, always over-guesstimate the size of turnout, they want their event to look as good as possible," said Clark McPhail, an emeritus professor of sociology at the University of Illinois who has studied crowd counts for four decades.

McPhail first chuckled when he heard the Vatican's claim that the pope drew 3.7 million people to an area of Copacabana beach and adjoining streets that encompassed about 497,000 square meters (594,400 square yards).

By the Vatican's count, the crowd density throughout the entire area would have been 7.4 people per square meter, which wouldn't allow for movement of any kind, let alone the jumping, arm waving, singing and dancing seen at the papal events. Video and photos of the crowd also showed that while it was packed close to the gigantic altar built on Copacabana beach, the faithful thinned out along the 4-kilometer long beach.

A big crowd estimate would surely be a boon to the pontiff's supporters, who would argue that the multitudes gave him a popular mandate to battle entrenched Vatican officials who don't look kindly upon Francis' drive to reform the church's opaque and scandal-ridden bureaucracy.

The bloated crowd figure also provided cover for city officials in Rio, where logistical problems seen during the papal visit brought into question the city's ability to host 2014 World Cup group stage and championship matches, not to mention the 2016 Olympics.

Those attending the papal events complained about the city's woeful public transport system, a lack of affordable hotel rooms, the need for public toilets and a local services industry not able to meet demands for things as simple as lunch. A miraculously high crowd count would make all that more understandable and give local officials breathing room.

Perhaps not by coincidence, Rio Mayor Eduardo Paes was the first to float last weekend that 3 million faithful attended a Saturday night prayer vigil with Pope Francis, and that even more were expected for the Sunday Mass.

"We got that number from the organizers of the event and the mayor repeated it. How they arrived at that number, you'll have to ask them," said Nara Franco, a spokeswoman for the mayor.

Senator Heidi Heitkamp?s Twitter Town Hall Bombs

Despite being heavily touted in the media, and by Senator Heidi Heitkamp herself, her ?Twitter town hall? held yesterday morning (in lieu of actual, in-person town halls of which the Senator has scheduled exactly zero) was an absolute bomb.

By my count, Senator Heitkamp answered about 10 questions during the morning session before she claimed she had to go vote (which does match up with the Senate?s first vote of the day yesterday).

Senator Heitkamp asked participants to use the #AskHeidiH hashtag. A review of posts using that hash tag shows about ten people, other than Heitkamp herself, using it to ask questions. The whole boring belly flop lasted about 30 minutes.


I recognized at least one Democrat district chairman, and a Democrat state legislator, in the questioners, so I think it?s safe to call them plants aimed at boosting the appearance of participation.

In the afternoon Senator Heitkamp answered about a half-dozen more questions, but it was clear that Heitkamp?s effort to promote this thing didn?t get a lot of traction with the public. Which isn?t surprising. North Dakota has been one of the slowest states to adopt Twitter.

This event might have been fine if Senator Heitkamp was scheduling other town hall events (especially of the in-person variety), but she?s not. It seems she?s hoping to get away with chatting with a few random citizens, and a couple of her fellow Democrats, on Twitter and calling it good.

That shouldn?t be good enough.
